Africa’s economic transformation (i.e. high productivity and employment-rich growth, economic diversification, technological upgrading, and international competitiveness) requires ambitious and innovative approaches to development strategy and economic policy. ACET’s primary objective is to provide high quality research, policy analysis and advice to African policy makers and economic actors to help meet this challenge.
The Chief Economist will be resident at the ACET headquarters in Accra, Ghana.
The Chief Economist works with the President and ACET’s management team to provide the vision, leadership, technical competence and management skills required to achieve ACET’s objectives. The selected candidate will provide intellectual leadership relating to all aspects of economics and productive sectors within ACET, as well as contribute to project conceptualisation, design, funding, implementation and quality assurance. He/she will personally lead the research and publication of ACET’s flagship reports, and contribute to a wide range of analytical and advisory products.
The Chief Economist will also be responsible for strengthening working relationships with other multilateral, and bilateral organizations – including specialized agencies such as the African Union, the Economic Commission for Africa, the African Economic Research Consortium, the African Development Bank, the World Bank and other International Financial Institutions – and engage with academia and relevant bodies in the pursuit of continuing to strengthen ACET’s economic expertise. The Chief Economist reports to the President of ACET.
Together with the President and ACET management team:
(i) Frame and implement an appropriate economic research and analysis agenda that continues to position ACET as a premier think tank in Africa;
(ii) Continually monitor and curate analysis of key economic data covering the globe, major trading regions and Africa to inform and guide ACET’s policies and operations, and ensure it is focused on “leading edge” development topics.
(iii) Provide leadership in the dissemination of research and related analysis on economic development/transformation in support of ACET’s agenda, including through speeches, seminars, articles, op-eds, blogs and social media.
(iv) Work with the President and other Directors to identify and prioritize project opportunities that position ACET as an intellectual leader with a strong policy engagement agenda.
Cutting Edge Research
Lead research in economic transformation, ranging from theoretical and methodological issues to applied policy analysis that maintains ACET as a thought leader in its core program areas.
Lead the production of ACET’s flagship reports, as well as periodic reports that monitor developments in Africa, and address key themes of ACET programs. The Chief Economist will be deeply involved in multi-country report writing and related country/regional developments that are likely to impact on the African continent.
Provide forward-looking analysis and identify economic and other related development trends to help advance high-quality policy support on African emerging economic concerns.
Assure the relevance and technical quality of ACET’s research, policy analysis and reports through rigorous quality assurance review processes, including utilizing global experts as peer reviewers.
Provide leadership and strategic guidance to the ACET research team and other staff, building a high-powered team of first-rate macro-economists and economic policy analysts.
Strengthen the network of ACET-associated economists, fellows and experts from various African countries, multilaterals, donors, academia and other stakeholders by engaging them in discussions on the strategic definition of ACET programs, in the conduct of and participation in the programs, and in reviews and quality assurance of analytical work and reports.
Collaborate with external partners, relevant donors and other stakeholders to advance Africa’s transformation agenda.
Lead collaboration and partnerships with African think tanks and policy institutes, maintaining a robust Africa network, while also ensuring strong links between ACET and global think tanks and economic institutions.
Knowledge Management & Publications
Play a leading role in the dissemination of ACET publications, research papers and reports, including through the African Transformation Forums, seminars and events, and blogs and social media.
Any other duties as may be assigned by the President.
Qualifications, Skills and Experience
Education and Experience
- Advanced degree (PhD) in Economics (with emphasis on Growth, International Trade, Development, or Macroeconomics, particularly public finance).
- A minimum 10 years of post-PhD relevant working experience.
Knowledge, Skills and Abilities
- Strong technical economics skills, including quantitative, particularly statistical/econometric analysis.
- A deep understanding of both orthodox and heterodox growth and development economics.
- A deep understanding of macroeconomics and its relations to exchange rate and trade policies.
- A proven track record of: economic research and policy analysis; managing, supervising and mentoring researchers; and successful proposal-writing for grant applications.
- Strong verbal and written communication skills.
- A team player.
