Call for Senior Consultants – Technical Assistance

The African Center for Economic Transformation (ACET) is seeking the services of short-term Senior Consultants for a “Good Export Practices” study.

ACET Background

Background and Objective

ACET, as part of its program of work in collaboration with the Interdisciplinary Institute of Political Economy (IIEP) at the University of Buenos Aires and CONICET, is implementing an export capacity building program in Ghana.

The Good Export Practices (GEP) Program is an export capability-building program for small and medium sized enterprises, active in a strategic sector of the economy, and producing differentiated goods. The program builds upon the insight that management matters and that the diffusion and adoption of good export practices is crucial for export performance.

The Good Export Practices program was designed on the basis of academic studies in which it is shown that the firms that have achieved a successful performance as exporters to developed countries have done so based on the adoption of a new set of business practices aimed at satisfying the demands of these markets (Artopoulos et al., 2013). The authors emphasize that these practices differ remarkably from those prevailing in the domestic market. Thus, the Exporting Business Model is a set of practices that the firm needs to implement in order to establish a consistent export business (Artopoulos et al., 2011). The Export Business Model includes different management practices of a firm oriented towards exportation, grouped into 7 practice areas: Strategy, Market Identification and Segmentation, Product Design and Adaptation, Production, Communication, Distribution, and Administration.

Scope of Work

This consultancy is being sought under the second phase of the GEP program – to carry out Technical Assistance training to three groups of eight exporting firms (24 in total). The Senior Consultant will provide training to exporting firms on good export practices. 

Specific Tasks/Deliverables

Working with the GEP Management Team, the Senior Consultant will:

  1. lead technical assistance interventions with representatives from 24 firms,
  2. advise firms on strategic and commercial practices, problems and solutions related to the export business (marketing, commercial intelligence, commercial communication, development of export markets, distribution along the international trade supply chain, etc.) following the program methodology.

In order to perform the above tasks, the Senior Consultant will need to:

  1. understand the underlying concepts of each of the good exporting practices,
  2. follow the methodological guidelines of the survey (i.e., schedule, and quality of content). 

Scope of Services 

The Senior Consultant will be expected to work on this workstream for 5 months commencing in July 2021. The level of effort expected for this consultancy is 12 hours of technical assistance to each firm over the period. The  Senior Consultant is responsible for 3 groups of 8 firms (24 in total).

The assignment will be undertaken in Ghana. Where and when appropriate, consultant may work remotely to deliver the assignment.


  1. Progress Report (One per group of exporting firms)
  2. Copies of survey instruments (questionnaires) corresponding meeting minutes and other information collected during the interactions with the firms.
  3. Bi-Weekly progress reports, submitted to the Management Team by COB each Thursday

Consultants Qualifications, Skills and Experience

  • Qualification in some of the following or related disciplines marketing, foreign trade, business administration, accounting, economics, design, engineering
  • At least 8 years of demonstrated professional experience in consulting services to firms related to strategic, commercial (development of new products, communication campaigns, development of export markets, commercial intelligence), design, quality, or process reengineering projects.
Knowledge, Skills, Abilities 
  • Strong communications, analytical, writing, and interpersonal skills.
  • Excellent report writing abilities.
  • A self-starter who can work independently with minimal support as well as within a team environment
  • Ability to work under pressure to deliver on time with attention to detail and accuracy.
  • Good project management skills
  • Proficiency in Microsoft Office suite
  • Other skills, especially local language, will be an added advantage.
