Role and Purpose

In delivering the African Transformation Reports/Index and the Country Economic Transformation Outlooks (CETOs), the EMG has identified a number of issues that require further inquiry at the country and continental level.

In light of that, ACET seeks to recruit an EMG Transformation Fellow to join the EMG team for two years. The Fellow will deliver ATI/DEPTH‑aligned research that deepens insights from CETO; support policy dialogues and follow‑through; and co‑produce practical toolkits and action trackers that help government counterparts operationalize agreed reforms. The fellow will focus on primary drivers of transformation to better understand structural change, productivity, and growth in low- and middle-income countries in Africa. The Fellowship directly supports ATI and Growth with DEPTH, strengthens our country partnerships, and closes the “last mile” gap between analysis and action.

The Transformation Fellows program is a two-year program for selected early-career African economists, preferably 35 years or younger at the start of the fellowship.

Job Summary 

The Transformation Fellow (TF) will serve as ACET’s focal point, supporting the Economic Management and Governance (EMG) Team in advancing the ATI/DEPTH-aligned research agenda that builds on and deepens insights from the CETO studies, while also assisting with the implementation of the CETOs at the country level. The Transformation Fellow will undertake two research projects focused on: (i) service-led economic transformation and (ii) technology and productivity linkages.

Roles and Responsibilities

The Transformation Fellow will-

  • Undertake research (primary): design and deliver the two-year agenda; produce papers, briefs, and blogs; prepare datasets and replication files where feasible.
  • Ensure that all outputs integrate a gender (women and youth) lens, including assessing the social dimensions of proposed reforms, assessing both positive and negative social costs and benefits on service-led industrialization, and technology adoption and productive linkages.
  • Policy design: translate findings into implementable options with quick wins and medium-term paths.
  • Stakeholder engagement: conduct interviews and consultations, support convenings; maintain action trackers and focal-point logs; document decisions.
  • Knowledge & comms: slide decks, blogs/op-eds; donor visibility compliance.
  • Any other tasks assigned by the line manager/supervisor.

Key deliverables

  • Year 1: 1 research paper (with 4 country case studies), 1 policy brief, 1 webinar.
  • Year 2: 1 research paper (with 4 country case studies), 1 policy brief, 1 webinar.
  • Datasets/replication files (where applicable); updated action trackers and uptake notes each quarter.

All outputs will be integrated into EMG’s dissemination calendar and tracked under the MEL framework for measuring impactful outcomes.

Requirement

  • Born after June 1st, 1991
  • Advanced degree (Master’s, MPhil, or PhD) in Economics, Labor Economics, International Trade, International Development, or other related field
  • Up to eight (8) years of relevant and broad research experience in services/industry linkages, digital & firm productivity, trade/export, economic transformation, or PFM/public debt management

Knowledge, Skills, Abilities 

  • Strong technical and quantitative skills, knowledge of statistical and econometric techniques (Stata/R/Python), and their use in economic analysis would be an advantage
  • Ability to share technical knowledge and experience, and to identify, analyze, and disseminate best practices
  • Relevant professional experience in managing/coordinating complex programs with multiple partners.
  • Proven experience in coordinating across organizations, including at senior levels.
  • Intellectually curious, innovative, and the ability to work in a constantly evolving environment. Strong, analytical, and problem-solving skills.
  • Excellent oral and written communication and experience in translating research findings into policy options and facilitating cross-sector dialogues will be an asset
  • Good leadership abilities, strong Interpersonal skills, and demonstrated track record of working in a team.
  • Proficiency in French will be an added advantage.
