Background and Objectives

Assessing progress and monitoring our effectiveness as an organization is a continuing priority at ACET. Our goal is to provide thought leadership to help set the economic transformation agenda for Africa and inform policy – through rigorous research, advisory support, advocacy and effectiveness partnership. To do so there is the need to periodically take stock of the organization and ensure it is well positioned to achieve these goals.

As part of the 2021-2025 Strategy, the management committee (MC) is commissioning a comprehensive Job Evaluation to help define ACET roles and staffing positions towards establishing a fair and consistent pay structure to motivate and maintain its staff. The job evaluation exercise is expected to ensure equity in our salary structure by examining the real worth of existing and new positions in our organization to ensure the robustness of ACET to deliver on its strategy whilst remaining relevant and competitive.

ACET has seen changes and growth in its programs, type of jobs and staff numbers over recent years necessitating the need for an evaluation of ACET jobs to bring them into better alignment with the organization’s goals in the short to medium term. Additionally, there is the need to ensure alignment of functions and grade levels, taking into account the basic concept of equal pay for equal value of work. The salary structure to be developed will aid in the effective administration of salaries.

From a recently conducted Institutional Review undertaken by ACET, the lack of transparency about salary bands was identified as a primary source of grievance among staff. It is expected that the job evaluation and the salary structure that will be established therein will address this grievance among staff.

Description of Consultancy

The Job Evaluation will:

  • Work with ACET’s Job Evaluation Committee to review and update job descriptions assessing the skills, competencies, qualifications and experiences required for each position – qualities and skills ACET values (Job Analysis)
  • Develop a comprehensive job classification framework that provides a fair and acceptable grading and pay structure at each level in line with the organization strategy
  • Review ACET’s performance framework and make recommendations on how to improve it in line with job evaluation recommendations
  • Propose recommendations for career growth and development, addressing the challenges posed by ACET’s flat organizational structure with limited opportunities for promotion
  • Make recommendations for implementing the results of the job evaluation
  • Make a presentation to the management and staff as required.

The successful Consultant will consider the areas outlined above (and any other areas they might recommend) in their analysis towards the design of an appropriate pay structure to enable ACET meet its current and future needs.

To effectively perform these activities the consultant will review all pertinent documentation including organizational documentation, policies and guidelines related to mandates, human resource management and organizational design among others.

Deliverables:

The Consultant will produce a report (make a presentation to) for Management with recommendations based on findings and following specific deliverables:

  1. A Draft Job Evaluation report which will contain but not be limited to:
    • Job analysis results – classifications and grades
    • Criteria/methodology for job classification
    • Job evaluation results
    • Recommended job descriptions, job classification and grading based on evaluation results – updated job profiles/descriptions for each job
    • Recommendations on an equitable, transparent and competitive salary bands and benefits structure for all job/profiles descriptions
    • Recommended salary scales/bands for local and international staff.
  2. A final report on the review, findings and recommendations.
  3. Development plans for high performing and high potential individuals.
Proposal Guidelines

Interested individuals/organizations are invited to submit a detailed proposal addressing the Terms of Reference. The proposal should include:

  • A detailed understanding of the scope of work
  • Methodology for conducting job evaluations
  • Proposed timeline for completion of the job evaluation
  • Team composition and relevant experience
  • Detailed budget, including all costs associated with the consultancy.
Requirements of Consultant

Experience in Human Resources Management with proven experience of conducting job evaluation for a think tank/policy institute or regional/international non-profit organizations or similar entities

  • Experience in Organizational Design and Strategic Planning
  • A minimum of three (3) similar assignments in the last 5 years
  • Understanding and experience of working internationally, across different countries
    and cultures.
