ACET is implementing the Country Economic Transformation Outlook (CETO) as part of its Growth with DEPTH framework. ACET hereby invites qualified and experienced research institutions based in Senegal to submit Technical and Financial Proposals to prepare the Senegal Country Economic Transformation Outlook (CETO).

Background of Assignment

The CETO for Senegal will provide a comprehensive diagnostic of the country’s economic transformation progress, challenges, and future opportunities, using ACET’s Growth with DEPTH framework and the African Transformation Index (ATI). The study will apply a strong gender-responsive lens and offer actionable policy recommendations to government and non-state actors.

The Services

The selected institution will work in close collaboration with ACET and key national stakeholders to:

  • Undertake a gender-sensitive diagnostic of Senegal’s economic transformation
  • Analyze macroeconomic performance, sectoral dynamics, productivity, exports, innovation, and resilience to shocks
  • Conduct stakeholder engagements, workshops, and validation meetings
  • Produce a high-quality CETO report (100–120 pages) and a policy brief (15–20 pages)
  • Support post-project policy dialogue and knowledge dissemination activities

The assignment will be implemented over a period of nine (9) months, commencing in February/March 2026, with final deliverables expected by October/November 2026.

Eligibility and Qualification Requirements 

Interested institutions must meet the following minimum requirements:

  • Be legally registered and physically located in Senegal.
  • Have a minimum of five (5) years’ demonstrated experience in economic research and analysis, with clear expertise in economic transformation and development.
  • Demonstrate a proven track record of delivering high-quality research and analytical outputs related to economic transformation, including policy analysis and programme evaluation.
  • Prior experience working with international development finance institutions and the public sector in Africa is highly desirable.
  • Show proven capacity to work intensively in virtual environments, collaborate effectively within multidisciplinary teams, and deliver quality outputs under tight timelines.
  • Demonstrate the ability to mobilize a competent and multidisciplinary research team, led by a senior researcher with more than ten (10) years’ experience in leading and delivering high-quality research projects. The team should possess a strong mix of quantitative and qualitative analytical skills.

A bilingual research institution and Project Lead, with excellent written and oral communication skills in both French and English, will be considered a strong advantage.

Proposal Submission Requirements 

Interested institutions are required to submit separate Technical and Financial Proposals, clearly marked as such, comprising:

A. Technical Proposal
  • Institutional profile and relevant experience
  • Understanding of the assignment and proposed methodology
  • Detailed work plan and implementation schedule
  • Composition of the proposed research team and assigned roles
  • Curriculum Vitae (CVs) of key personnel
  • Sample of recent and relevant research work
B. Financial Proposal
  • An all-inclusive financial proposal, detailing professional fees, reimbursable expenses, and applicable taxes

Firms must also include how they meet the eligibility requirements stated above.

Mode of Participation and Deadlines

a. Firms interested in submitting proposals must request the detailed terms of reference and procurement package by emailing their intent to [email protected]. The deadline for such a request is January 23, 2026.

b. The deadline for the submission of the Technical and Financial Proposals is February 6, 2026. Late submissions will not be considered.
