The Assignment

ACET, with its vision of transforming Africa’s economy within a generation, has worked with governments and other stakeholders to define and support the transformation agenda of the African continent. To influence policy with tangible evidence, the Youth Employment and Skills (YES) program under ACET has recently published a report on strengthening secondary education systems to deliver a workforce prepared for the Fourth Industrial Revolution (4IR) in Ghana, Cote D’ Ivoire, Niger, Ethiopia, Rwanda, and Uganda.

TVET will play a fundamental role in providing the skillsets needed to meet labor market demands for future jobs and will be central to the successful transition to work for many young people. Yet, TVET is often viewed as second best despite its huge potential to provide the much-needed labor market and skills set for industrialization and economic transformation.

Having identified Technical Vocational Education and Training (TVET) as a critical pathway for economic transformation in the evolving landscape in the above-mentioned study, and to complement our upcoming work on a regional jobs scan, ACET with funding from MasterCard intends to undertake another study. The study looks to investigate how TVET systems should evolve to equip young Africans with the right skills for jobs.

ACET is therefore seeking the services of qualified research or policy institute(s) to conduct research on Technical and Vocational Education and Training (TVET) systems in the context of the Fourth Industrial Revolution (4IR), with the potential to spur economic transformation. Duration of Assignment: up to 24 months

Budget: US$ 30,000

Qualifications/Expertise of the Firm

The firm should possess the following qualifications and expertise:

  1. Must be legally registered in Ghana.
  2. Must have a minimum of 5 years overall research experience.
  3. Must have conducted at least 2 of such assignments in the last 5 years
  4. Must have experience working with international donor organization.
  5. Must have at least 3 years’ experience in research in the TVET space in Ghana.

Proposal Requirements

Interested firms shall be required to develop and submit both technical and financial proposals latest by November 2, 2023
