Bio

Anthony (Tony) is an internationally recognized energy and strategy advisor. He has more than 40 years of experience in petroleum, having held technical and commercial roles in operations, management and leadership across the entire exploration and production (E&P) value chain. These have been with Governments and businesses, both state-owned and private (local and multinational; investors, operators and services providers), which has given him a sound understanding of the values and modus operandi of governments and international investors.

He draws upon this uniquely deep and rich combination of knowledge and skills with empathetic stakeholder engagement and the petroleum industry’s project and risk management approaches to design and support the implementation of robust, pragmatic and customized regulatory and administrative frameworks, systems and procedures.

His policy and strategy work focuses on responsible resource management, good governance, capacity development, local-content and value-addition. These are aimed at assisting petroleum and minerals-rich countries to achieve sustainable development beyond the life of the extractives industries, while creating, extracting and retaining more value for citizens, and maintaining an attractive environment for investors and operators.

He has advised and supported several governments with strategies, policies, legislation, regulations, institutional development and operating systems and procedures. He has also advised investors, including major multinational corporations in exploration and production, LNG, downstream natural gas, local capacity development and content and a range of related services. His work has covered dozens of countries in Latin America, the Caribbean, Africa, the Middle East and Central and Southern Asia. He has sat on the boards and/or advisory councils of leading Caribbean Banks and Engineering, Information Technology and fuel retail firms, leading Caribbean and international Think Tanks and public sector institutions.

He holds a BSc (Hons) in Geology from Imperial College, London and an MS in Geophysics from the University of Houston, Texas.
